I don’t think the ”ringlike design” is a tattoo, actually - it looks like a blacklight reactive spacer for a stretched ear piercing, with the black star actually a tattoo on the neck behind the earlobe. The stars are beautiful, though!

I would caution people getting UV tattoos that they might not be removable with lasers. I have experience with multicolor tattoos but fluorescent tattoos are notoriously difficult. Your site
